About This Project: Bremer Bank at Highbanks Plaza, Downtown St. Cloud
Highbanks Plaza sits at the southeast corner of Second Street South and Fifth Avenue South in downtown St. Cloud, MN, on the site of the former City Hall. The two story, nearly 20,000 square foot Bremer Bank regional branch anchors this $8 million redevelopment, delivered with Inventure Real Estate serving as Owner’s Representative alongside Frauenshuh, Inc. Bremer needed to consolidate regional operations, replace an aging west side facility, and plant itself in the middle of a downtown that was actively being reimagined. Inventure represented the owner’s interests from site strategy and municipal approvals through construction delivery, on a redevelopment site that carried more political and logistical complexity than most ground up projects ever will.
Redeveloping a Civic Landmark
Building on a former city hall site is not the same as building on raw land. The site required rezoning, planning commission approval, coordination with the City of St. Cloud around its own relocation timeline, and demolition of the existing structure before a single foundation could be poured. Inventure worked the approvals process alongside city leadership and kept the sequencing tight, so that the City’s exit and the redevelopment’s start lined up instead of stacking dead time onto the schedule. Downtown revitalization only works when the private capital shows up on time. That was the assignment.
Built to Fit the Neighborhood
The design brief was specific: a modern, full service banking facility that reads as though it belongs among the historic buildings around it. The two story structure was carefully massed and detailed to complement the surrounding architectural context rather than compete with it, with a corner activated for cafe and dining use, two drive through lanes for the bank, and a separate lane for the restaurant tenant. Inside, traditional teller lines gave way to open partner tables and workstations in a welcome plaza. Inventure coordinated across RJM Construction, RSP Architects, and the city to hold that vision through value engineering and delivery.
